Question My monitor was at first very smooth but after a while it's not like that anymore?

Ok so the first thing I see in your 3d settings is you have Latency at Ultra. What this does is prevent your card from stacking frames up in advance to be used in line. I would turn that off. Your gpu is capable of producing 200-300 fps in the game no need to use this setting. Turn vsync off, keep your fps lock framerate and use g-sync. See if this smooths things out.

it got worse.. there are micro lags and it's not that smooth
 
Micro lags could be your cpu is not keeping up with your gpu. Try using high performance in your windows power setting. That way your cpu is already ramped up to its full ability. See if that helps at all. Are you familiar with MSI Afterburner? Set up that app to monitor your cpu and gpu usage percentage, and any other you may be interested to see. What is the percentage when you play the games?

What is the percentage when you play the games?

Thing is, your GPU isn't powerful enough to get 60+ FPS @ 1080p. So, even when you have 165 Hz monitor, which can show up to 165 FPS (1 Hz = 1 FPS), your GPU is way too weak. Hence why your gameplay isn't smooth.

Now, if your GPU would be GTX 1660 Ti (like i have it), or RTX 3060 and up, then you can get 144+ FPS with smooth gameplay.

See any difference? :)
Also, CS:GO can be hard on the CPU, so play on an empty server to see what your system can do visually when it's not being used for anything else. Since the CPU is in charge of how well the GPU works, I suggest this.
