Question My motherboard LED for CPU and DRAM are both red =(

I have an i5-13600k, ASRock Z690 extreme wifi 6e, RTX3060ti, OLOY ram, and cooler/PSU. I put it all together and went to turn it on and got no video display. I updated the BIOS and then checked again got no display and noticed the red light for CPU and dram. Tried one ram stick, no graphics card, took out and inspected the CPU which looked fine. I am not sure what the issue is, is my CPU just dead? Anyway what can I do to try and get it all working?

This is an Intel platform. Don't inspect the CPU, inspect the motherboard. That is where the pins are located and that is where the majority of problems that are build related occur. Even one pin slightly bent on the CPU socket can bork the whole project.

And oLOY RAM is junk. Cheap, but cheap for a reason.
