My motherboards won’t receive power after two purchases

I have an EVGA 450T Psu and I just bought a MSU z370 sli plus. The first time I got it I realized the motherboard wasn’t lighting up or anything. So I did the paper clip trick to see if my psu worked and it did. So I assumed it was a faulty mobo so I ordered another brand new one and the problem is still the same. I’m not trying to boot it but usually if the 24 pin is in it there should be lights and there aren’t any. Do you know how I can fix this?

I used a power supply calculator and it said 450 is enough

When you drive a car, you don't rev the engine to 7000 RPM forever, as it will fail quite quick.

You need MINIMUM 550W of a quality brand

Would a EVGA 700 B1 work?
