I installed a 4090 into my pc but the only thing I can do is browse the web, every game crashes. Even benchmarking tools crash. I have reset the drivers to the newest version and deleted the old drivers, I made sure the 4090 is sitting right, I tried multiple different types of pci cables, and I tried my old gpu which still works fine.

My PC specs are:
Gigabyte OC Windforce gpu (old gpu is 3070)
7950x3d cpu
Gskill trident ddr5 6000mts ram
Gigabyte b650 Arorus motherboard
Thermaltake Toughpower ATX 3.0 1200W 80+platinum PCIe 5.0 PSU

Other things are that my ram has xmp turned on, the 4090 came with rebar on, I have tested cables from both the psu and the gpu when connecting them and both do not work. I also tried using Event Viewer, sometimes it shows an error but I dont know what the errors mean.

I am at a loss it has been a week, I got the gpu for a good price and if I return it to amazon and buy another one I would lose like 500 bucks, and have to wait another month. If anyone has an idea the please let me know.

If everything works just fine with your 3070 but suddenly not with your 4090, then your 4090 is defective, it's just that simple.

Why would you lose $500 if you returned it? That doesn't make any sense.
Well I pretty much scalped it on amazon for $1850 when it went up for super cheap for like 5 minunets (this happens maybe once a week on amazon, but the cheapest ones right now are $2300-$2400

Ok, well, you don't have to be out $500. Just contact Gigabyte Customer Service and explain what the problem is. They'll either have a solution for you or they'll give you an RMA number.

I don't know what country you're in but here's the contact info for Canada and the USA:
Canada
United States

If you're elsewhere, just google "Gigabyte Customer Service". To the best of my knowledge, your bill of sale from Amazon is valid so there shouldn't be any complications when it comes to warranty coverage.
