My new build shows signs of life when starting, but doesn't boot.

I'm a first time builder, and after putting everything together and making sure that every cable was in, it flashes on and the internal fans start for about a half-second, before it all dies. I'm not sure if the issue is that the PSU is dead on arrival, or that it's a problem with the mobo (I accidentally forced a SATA cable in at a bad angle to make it fit when first putting it together, but have since changed the input to make it less awkward, but there seems to be some wear on the portion of the board that the head of the nearest screw would rest on.).

Solution
Go through this list. BUT, your motherboard needs a BIOS update in order to use that CPU, so this might be an issue as well. I would replace the PSU ASAP as it is not quality at all and it is the most important part of the computer.
