My new build will not boot. (Ryzen 5/MSI mobo)

I have an Ryzen 5 1600, a MSI Tomahawk B350 mobo, and a Gigabyte GTX 1050 ti Windforce GPU. When I power on the computer, all LEDs and fans power on (including the GPU fans), the VGA failure LED indicator on the mobo turns on for about 5 seconds, then goes away, and then both the GPU LED and the Boot failure LED indicators turn on. I get no video output at all throughout the entire process. Also, the HDD LED indicator on the case does not flash.

I disconnected the GPU and turned my computer back on and only the VGA failure LED turned on which leads me to believe the problem isn't my GPU. RAM seems to be functioning just fine. Does anyone have any ideas on what could be the problem? I have tried entering into BIOS (by hitting DEL) but since I had no video output, I have no clue if I can even enter BIOS. CPU and CPU fan seem to be functioning as well.

I have no spare parts or other computers to test/exchange the pieces individually with. I have also used two different monitors and two different HDMI cables.

I recently had a similar issue with an older rig using an FX 4300 on a 970 chipset board. All the hardware was known good yet when assembled it appeared to power on and sometimes even gave a flash across the monitor. Yet it remained black screen and all indicator lights were showing good. It came down to it being a marginal power supply that had partially given up the ghost. Installed a new power supply and everything worked immediately. Yes the case fans spun up the heatsink fan spun up and even the video card fan spun up but that was about the limits of the power it could supply. Again changed it out for an appropriate sized PSU that was brand new and everything worked fine.

Do a CMOS reset on the mobo.

Hey if anyone has the same issue and finds this post, I turned on my computer and let the mobo attempt to boot (and fail), which causes the mobo to restart and retry, 5x times in a row. After this, the MSI Tomahawk mobo automatically resets the CMOS for you. That's exactly what I did and on the 6th restart, everything booted just fine.

I also found some other fixes for the Ryzen 5/MSI builds that failed to boot:

If resetting the CMOS doesn't work, try removing one stick of RAM leaving just one in the second slot and try to boot that way.

Lastly, try to reseat everything including power cables and sata cables.

If that doesn't work, you may have a DOA mobo. I would consider taking it to a repair shop or sending it back. Thank you Scottray!
