My new computer is not getting the full internet speed of my router

So I just finish building my computer, installed all Mobo, GPU and network card drivers. I tried to connect to the internet and it was on "limited" for the longest time. After a while for some reason it started to work, BUT instead of the usual 30mbps I usually get on speedtest in my old laptop. I get 0.30-0.50 mbps! I turned my iPhones hotspot on to see if I could get its full speed and which I did. But I prefer my new pc to connect to the router and have no problems so I can start downloading my games.

my router and modem is kinda hidden which (landlords kinda sealed this thing and I cant see any details) But it is a Actiontec router.

PC Specs
Gigabyte z97x-SLI
Antec 520w
TP Link TL-WN881ND
Win8.1 with all drivers updated.
 


No I dont not, I dont have anything installed yet besides steam and the drivers.
 
When you say drivers, did you just do a select all an install from the disk? The programs I spoke of are often on the installation DVD and if you chose all of them it is installed. Can you look in control panel to see please?
 



yes I did a windows update of all of them with my iphone hotspot

Try This software TUNEUP UTILITIES 2014 and select your corresponding Internet Connection and wait for some reccomendations for your Internet.
mine i have 3Mbps Internet but i can only download at 20kbps so i was frustrated but then i checked my configuration and noticed that currently my configuration was -THIS COMPUTER IS NOT CONNECTED TO INTERNET-
so i changed it and now its downloading at its max speed i think 250kbps
