My new computer issues

When i had finished building my new computer, it booted to BIOS successfully and i installed windows 10 on it. Then i installed my GPU drivers, audio drivers, LAN drivers and updated my BIOS. At first i realized no problems at all. But then i realized the first problem, when i started playing some games (like CS:GO), there were some horizontal weird lines appearing on the screen. These lines appear on almost every game. The fps is very good on every game, but the weird lines is just the problem. The weird lines reduced though in CS:GO when i put the fps max to 100 in the game console, but there are some still.

The second problem is that my audio isn't on sync with video, when watching livestreams on twitch.tv or when playing some games (like gta v). The video is like almost a second ahead of the audio. I did not have these problems on my old computer (even though its crap).

I also feel like my computer isn't running the smoothest that it can.

Is my 60hz monitor causing these problems, because it's like 5-6 years old and its not that good. The monitor is BenQ DL2215 Led 21.5 inch monitor. Also would the monitor cable affect to it somehow, because im using a hdmi-vga adapter (the vga cable is connected to my monitor and the hdmi cable is connected to my GPU. I am really worried right now, that i had broken something when i built my computer, or some cable isn't connected completely.
