Question My new Gaming PC lagging issue

Hello, folks i just bought a budget gaming pc with R5 3600 and 1660 Super. I have installed Windows on it and then installed all important drivers. At starting everything was so smooth 😭. But after one day I started realizing that it was lagging while even browsing and watching YouTube videos sound and graphics are stucking. Then i installed GTA 5 and there was heavy frame lags. But then i just switched of my PC then after few minutes i turned it on and now everything was working smooth Gaming experience was awesome 👌 YouTube videos were running smooth. But then again 😔 when i switched it off and after few hours i started the PC it was again started lagging like previous. It is going like this only sometimes good and sometimes bad. Please help me out, what's the issue ?. Can anyone explain this issue or aware of it. Monitor is 60Hz. Sorry for my bad English.

Thanks for your reply. The System specs are.

GTX 1660 Super
R5 3600
3000mHz RAM
450 MSI vdh Pro Max mother board
Around 500GB SSD NO hard disk
550 Wat PSU

From the task bar i checked and every thing is below 10% uses.

From
CPU uses was 6%
GPU was 3%
RAM uses was around 1 to 2 GB

No, it went high, these are browsing stats. And still on this also it lags while watching YouTube video i noticed the sound and and display keep dropping for milli seconds. Also when i start game it started shuttering.
