My new GTX 1080 is doing worse than my old 970 did.

Specs:

CPU: Intel i7-6700k
GPU: EVGA GTX 1080 sc
PSU: 500w
Ram: 16gb

So today I got my new graphics card which I was expecting to be an overkill for my current 2560x1080p monitor. Well needless to say my old GTX 970 could run gta v on medium settings at 60fps. Well now with my new 1080 for some reason I can't run any settings without it being under 60fps. This isn't a game setting limitter either because it's drastically underperforming in various other games. I can only run about half my titles at 60 fps in 1080p. Does anyone know what is going on here?

Edit: there is no vsync anywhere it's fully unlocked, most games don't reach 60fps. Yet it runs rainbow six siege at 60fps with vsync on.

My fps is fixed. Im not entirely sure what it was I did to fix it but my likely guess was that I went into windows power settings and changed it from balanced to high performance. Now I can run everything maxed out 70+ fps.

Its just a stock hp 500w supply which I understand may limit performance. But i figured that it should at least run as good as my old 970.
