My new hard drive became a RAW file

I really need your help! So I got a new Imation 1TB hard drive. But the files won't move. they just get stuck and never move. So I thought I had a virus so I downloaded USBfix and it got worse! I had to reinstall it a couple of times until it shows up. and when it shows up, it becomes LOCAL DISK E. I could see it in the Disk Management but it appears as RAW and I couldn't do anything with it. It's just there. I can't move files, it says "couldn't find this item". I can't format it because it says it's write protected and sometimes it says that windows was unable to format it. I tried testdisk but i didn't really have anything to do with it since it didn't have any files to recover. I also looked at properties, it says that it has 0 bytes free and 0 bytes used.

Can somebody tell me what to do?
 
Ok, first things first. Is this a brand new drive, with no files on it that you need? That would make things simpler.
Is it an external drive? What kind of connection does it use - USB 2.0, USB 3.0, Thunderbolt, what?
Where did you buy it? If it's local, and the thing doesn't work, go where you got it.
Do you have any other external drives and, if so, do they work attached to the same machine you are trying to attach this one to?

Yes. It's brand new and it doesnt have any files. And yes, it's external. USB 3.0. and sadly, i got this from another country so I couldn't just return it. And I don't have other hard drives but I tried a flash drive and it worked perfectly.
 
What version of Windoze are you running? My first inclination is to initialize, partition, and format the drive. Wipe whatever is on it including the structure and set it up for your environment.

Another possibility is that your machine lacks USB 3.0 drivers, but that seems less likely. It would probably run at USB 2.0 speeds in that case.
