CPU cooler choice is quietness.
Plan to use Motherboard HDMI to drive a 4K TV as monitor. Use video card Display port & DVI to drive 2 other displays.

Few times, simple AutoCAD static 3D graphic wire-frame engineering drawings.
Once a while some streaming of DVD video. Few times of decrypt & encode video.
Do not use much of GPU, do I ?

But do want 3 outports of 4K HD on HDMI/Display Port/DVI.

For example, this at Amazon for $155. It come NON-overclock as default, right?

As you want triple 4K support. I'd make life easier and get a card with triple DisplayPort. That way you don't have to worry about the monitor accepting HDMI 2.0. Plus you can just get...

I would consider upgrading the GPU at some stage as well. MASSIVE GPU bottleneck (9900k and 1050ti smh). Consider a 2070 or higher ;)

Will 1650 sufficient? Is 2070 overkill for non-gaming?

Why are all the graphic cards say overclocked?
Since I am not gaming, but do want 2 to 3 HDMI/Display Port/DVI outputs.
I have NO need for overclocking, right? Is Overclocking a concern? High heat?

For non gaming probably but a 2070 would also be good for rendering, if you use your GPU. If not then a 1660 or 1660ti could do you just fine. Personally I would go 1660ti or 2070. I don't overclock my GPU. More noise and heat for barely any performance gains 🙂

Also considering using this cooler for quieter reason:
Scythe Ninja 5 air dual silent fan, LGA1151.
300-800 rpm. 4-14.5 dB. $54.5 @ Amazon.

I am concern with this slow 300-800 rpm. Is this slow able to cool the CPU down enough?
I am in Silicon Valley, typically in air conditioned office in very hot days.

I think you also need DisplayPort for 10-bit color. If using such monitors.

We will be using two 4K 40" TV as monitors. Will use HDMI ports.
The Dell U3011 30" has 2560x1600 60Hz monitor will be used as control boot up default monitor.

Amazon has this: MSI Gaming Radeon RX 570 256-bit 8GB GDRR5 DirectX 12 VR Ready CFX Graphcis Card (RX 570 ARMOR MK2 8G OC) $169
This has mostly Display Ports & DVI. Not HDMI ports.

Do I get this right?
