Question My new pc build is under perfoming

According to Userbenchmark, my PC is performing well below what it should be.
" Overall this PC is performing below expectations (24th percentile). This means that out of 100 PCs with exactly the same components, 76 performed better. The overall PC percentile is the average of each of its individual components. Use the charts in the benchmark sections of this report to identify problem areas."
If at all, I'd appreciate any and all help anyone could give me. I recently upgraded my gpu from 980Ti to Rtx 2080Super Nvidia. Also added 16 more RAM that makes it 8gb 4x (didnt mess with anything just placed them and ran pc) getting low fps in some games such as RUST in which CPU is the main problem.
