Hello there! I have recently built a new pc but I am experiencing issues... When opening games like cod cold war, my pc keeps either lagging like crazy or completely freezing so I have to press the power button to shut it off. I can see on my AIO pump that the RGB either stops or is stuttering/lagging. It normally happen when I have a Chrome tab on my other montitor watching a live stream etc, but it has also happened when nothing else is running in the background. I have tried running the same game on my old pc with same graphics settings and the PC is running completely fine... I will list both computer's specs below.

My new pc specs:
CPU: I9 12900F
GPU: RTX 3080
RAM: 2x8GB Kingston FURY 3200Mhz
Motherboard: ASUS TUF GAMING B660-PLUS WIFI D4
SSD: Kingston FURY Renegade PCIe M.2 NVME 1TB
PSU: Fractal Design ION Gold 850W
AIO: Corsair iCUE H150i ELITE RGB 360mm

My old pc specs:
Prebuildt Acer Predator Orion 3000
CPU: I7 8700
GPU: RTX 2070
HDD: 1TB Seagate
RAM: 2x8GB 2666Mhz
PSU: 550W

What are your idle temps for gpu and cpu?
And how about the temps when you run a program or a game if you can?
Also what is your refresh rate currently in the games that you play under settings?

Gpu idle temp is 57 degrees because the fans stop when its idle. My cpu is around 30 degrees idle.
When I manage to play, my gpu is normally never going above 72 degrees after a pretty long gaming session. Cpu is around 65 degrees.
I play on a 1080p 240hz BenQ Zowie monitor with uncapped fps in most games.

Did you try updating your drivers like your GPU at all?

What DLSS does is makes lower resolutions in-game like 1600x900 upscale to a higher resolution like for you 1440p. The thing with that is in NVidia control panel there should be already an option for DLSS. Sometimes Upscaling doesn't work that well and i'm more advanced with AMD than Nvidia i have same problems. I just turn upscaling off because I don't really need it.

If anything it could be your PSU also. Id think about buying a corsair 850w PSU because Power Supplies can definitely decrease fps on higher settings.

That might be possible, every part in my pc is new so it should be alright, but who knows. I just tried running forza horizon 5 on the same settings as the old pc right now aswell, new pc is lagging and I even got a message that told me that the memory is too low. My old slower ram works alright at same settings on my old computer.. Could my ram be faulty? Both is 2x8GB sticks

What brand and type of ram stick do you use?

And yeah i saw that that PSU had decreased fps and isn't the best PSU for and RTX 3080.

I think it's fine because i have fairly have comparable components in my pc like you. I say ram is fine because i have 16gb also and i get that error message too. So I think it might be PSU problems.
