My new ram is running at the same speed as my old ram, even though its advertised at a higher speed

I recently had to get some new ram as my old pair of sticks was dying on me, I used to have G.Skill Ares 2x4gb @ 1333mhz sticks But i upgraded to some HyperX Fury 2x4GB @ 1866mhz.
But now when i look on task manager is says the new ram is only running at 1333mhz, Is this normal?

Yes, the default speed may be 1333. If you want higher RAM speed, you have to select it in the BIOS through the RAM timing pages ...
Do you have replaced your old RAM or added the new sticks to it?
They will run at the slowest common metrics. So the lowhest clockrate and highest latencies.
If you have added 1866 RAM to your 1333 sticks, thaen obviously they will run at 1333 since that is the slowest speed all of them support.
