My PC fans are turning on only for a second, but the rgb lights on the motherboard stays on, but the q-leds are not turning on. The monitor displays that no signal exists.

Parts list :
Mobo : TUF gaming x570-plus (WiFi)
GPU : TUF RTX 4070 OC
CPU : AMD Ryzen 9 5950X
PSU : Corsair Rm850x

What is the make/model of the RAM?

Have you tried booting with only one stick of RAM?

I have to wonder if you got unlucky and have a board that doesn't support the 5950X straight out of the box.
The rams model is the Corsair Vengeance LPX, 2 sticks of 16gb each
We tried with one stick, the same error occured.

The CPU is am4 and so is the board

Doesn't matter, if the motherboard doesn't have the proper BIOS to recognize the CPU then it will not work. I think this is very unlikely, but it cannot be ruled out. It's a shame your board doesn't have the ability to flash the BIOS without a compatible CPU installed.

I will say I had a similar issue recently on my X570 board with a 5800X3D and it turned out the RAM (also Corsair brand) just didn't want to play ball with the motherboard after I updated the BIOS. I ended up switching out to a G. Skill set and the computer works fine now. I would start by exchanging the RAM if possible.

As of now, I have requested for BootKit from AMD. I hope they ship the BootKit.

To me it looks like the issue is with Motherboard. Motherboard is 4408. Looks like the motherboard needs to be upgraded to support the AMD Zen 3.

The board doesnt seem to be the issue, so lets hit the other possible culprit.
  1. Make sure every connectors and slots are entered in level, all the way through, and clicked. 12VHPWR in particular is quite finicky and you preferably need to leave some slack on it instead of pulling it taut like other connector.

  2. Make sure the coolers are not overtightened or under tightened. It should only be hand tight, with 1/4 of a turn extra at most.
  3. I know its brand new, but try clearing the CMOS. This guide should work on any motherboard with it, its not just for Intel.

Not clear about your first suggestion. It would be great if you could provide more details on it. Are you saying that the folds in wire should be far away from connection pin. The wires are tough so there is no chance of fold.

The other two suggestions, I think, I have done correctly.

Yes, as per the documentation, you are right but on newegg the first line in description says, "BIOS update might require."

As of now, while I am requesting AMD for Boot-Kit and trying to figure out if I can get an spare RAM to try. Since I have moved recently to Oakville, Canada, I don't know any neighbouring shops or friends where can I get the spare RAM.

You don't have
cpu cooler installed,
CPU 12V power connected,
CPU fan connected.
All of that is necessary to start a pc.

I hope, you didn't try to turn your pc without cpu cooler.
That's a sure way to damage/kill something.

BTW - rear fan cable is touching fan blades. Re-route fan cable properly.
Also flip AIO radiator upside down, so hoses are connected at bottom. Pump is not allowed to be in highest point of the loop. Or air bubbles will accumulate in pump and eventually pump will die.

I mean the CPU needs the cooler pressure to make contact, that's why people say to put your body weight if you want to boot without a cooler. But yeah, only do POST at most, turn it off right after that's done and make sure you wear something insulating because you WILL burn yourself.

Or just put the goddamn cooler on.
Pump is not allowed to be in highest point of the loop.
Yeah that would be the best practice, but I don't think its a "not allowed" thing like how you shouldn't lay flat when you're blackout drunk.

We un-installed the CPU cooler to take the picture, Where is the 12V power connector and the wire, we aren't able to figure that out, and about the CPU fan, do you mean like the heatsink? We got an AIO liquid cooler instead of the heatsink.

We didn't try to turn on the pc without the cooler.

We will flip the AIO radiator. Thanks for the suggestion.
