my newly built Pc isn't responding at all

the PSU fans nor any other fans are being triggered. i replace the MOBO thinkin i had a dead MOBO but the same problem is happening eveything is connected the 4 and the 24 pins the front panels too, the PSU--is a cheap PSU but i tested it with the paper clip hack and it spins. but i hook it up to my two MOBO it doesnt move at all

If removing the 4 pin and starting the board, do case fans spin, or still no go?

OMG for the first time i see some movement, i took out the 4 pin and hit the start up button and the fans started to spin for a sec but then died out

Replace that psu with an actuall quality unit. That basically means it's just a bad psu issue.

I have to agree with jaslion.

The paper-clip test simply proves that the PSU isn't dead, but it's not actually under load either so it doesn't prove that it's capable of meeting the total demand of the system.

I have never heard of that power supply either. In my opinion, use your power supply for Target practice and replace it as soon as you are able to.
