My nic wont work without warming the pc with a heater

I have two NIC's on my Dell Vostro 460 as I had problems with the onboard Broadcom NetLink Gigabit Ethernet NIC so I had to buy and had to install an external Marvell PCIe gigabit NIC card. Ever since the cold weather has hit the UK I've had to use a fan heater to warm the PC Base Unit around the ethernet ports for 10- 30 minutes to warm the metal and restart 2 to 3 times before there is a red electrical flash to indicate that there is an electrical contact as POST finishes and Win7 Pro initialises.

Can somebody help explain what is happening and what might be causing the lag time between POST and WIN 7 Pro booting and the initialisation of both the onboard and/or external NIC.

It is not the card that is the issue but the FACT THAT THE PC CASE HAD TO BE WARMED TO ANBIENT TEMPERATURE BEFORE THE NIC WILL WORK!!!!!
