So here's a summary of what happened to me. I uninstalled my GTX 1070 driver and installed a Vulkan Beta version. When I did that, my Nvidia Control Panel application decided to crap out and refuse to open. I spent three days trying everything I could find online, ranging from, but not limited to:
1) Using the program DDU.
2) In-place-upgrading my OS.
3) Restarting the Nvidia Display Container service and setting it to both Automatic and Manual.
4) Performing a clean reinstall of the drivers both in and out of Safe Mode.
5) System Restoring my latest restore point, before failing and having my other restore points delete themselves.
At this point, I'm lost, short of wiping my OS entirely. It's not a hardware problem because the program worked perfectly fine on the test installation of Windows I did, so it has something do with my OS. Does anyone know what could cause a program to be unwilling to open? The best hint I could find is that whenever I restart the Display Container service, my right click menu hangs for a few seconds and the Control Panel program does indeed open, but only to ask me to agree to their terms and conditions before closing. I have no idea what to do from there, as there are endless system files involved here.
