yesterday i installed ubuntu 21.10 on it then its health dropped to 92% and had 8 bad sectors and today its health is up to 100% again

First mistake is that you placed your eggs in a basket that had no bottom, hence they possibility of the eggs being at the bottom of the basket, damaged.

Make and model of the HDD in question?

drives in 2007 were, what, 200-300 GB typically, and about 1 TB at best?

I think I'd be finding a few free cloud storage accounts to back any important things up to as well, as any drive can fail at any time; a drive from 2007 already experiencing assorted health/sector errors is hardly the beginning of 'an inspiring legacy for reliability'...

But why did you got a HDD from 2007. You could of just got a new one. HDD are cheap. 8 bad sectors are not a problem. What I would recommend doing is replacing the drive to a newer one. But if you can't just keep an eye on the smart data. If the bad blocks starts to increase rapidly then needs replacing as it's FAILING.

It might of been relocated to a special area on the HDD. So that's why it might of gone back up to 100%.

You asked how to fix bad sectors. You can't but rarely it might be a logical error. But caused by malware or improper shutdown. You will need to overwrite the drive with zeros. If that fails then it's a disk surface issue. Meaning physical damage is done.
