Question My old PC won’t turn on

About a year ago I got a new PC so I packed my old one and stopped using it. Now I wanted to turn it back on to see what files, pictures and things I had on my Hard Drive and hopefully transfer them if they are important. However, once I press the ON button it goes into a cycle of turning ON and Off every like 2-3 seconds, the fans start spinning and the lights turn on for a couple of second and then they turn off and that keeps on going until I completely unplug the computer.

This won't fix the PC, but why don't you just pull the HDD from it and connect it to the newer PC so you can see what's on it?

Yeah that’s what I was thinking, but I wasn’t sure if that was safe and possible to do. Is it hard or you just plug it in and open it like a normal disk?

Yes, just access it like any other storage device. As long as Windows has detected it there will be a new drive letter (or more depending on how many partitions are on it).
