Question my old RX580 won't post with my new build, what should I do?

I've been using this card(Sapphire Nitro+ RX580 4gb) for more than 2 years with my previous build, It run just fine. After I upgraded some of my component today(cpu, motherboard, and new nvme ssd), the card won't post, it shown black screen and no signal on monitor, but the gpu fan are spinning and lights are turned on. When I unplug the gpu, I can post just fine with the iGPU directly plug to motherboard. The gpu runs fine after I tested it again with my old build, so I dont think my gpu and hdmi cable are the problem. Can anyone help me with this issue?

old build:
i5-6500
msi B150m Mortar
gpu Shappire Nitro+ RX580 4gb
ram 2x8gb corsair vengeance
WD Blue 500gb sata ssd + 1tb WD blue hdd
PSU Corsair CX650M

new build:
i5-10400
Gigabyte B460M DS3H
gpu Shappire Nitro+ RX580 4gb (from old build)
ram 2x8gb corsair vengeance (from old build)
WD Blue 500gb sata ssd (from old build) + 1tb WD blue hdd (from old build) + Adata 500gb nvme ssd
PSU Corsair CX650M (from old build)

With the IGP, have you gone into the bios and changed the video to peg? Or whatever the other non IGP option is? I'd also double check the power cables to make sure they are tight on both ends.
I tried that as well, still doesnt post. had to clear cmos to reset back to use the iGPU. The power cable are tight as well.
