My "Overkill" Computer just feels like its under performing?

Spec list:
MSI Z97 Gaming 5 Mobo
i5-4690k OC'ed @ 4.2Ghz
GTX 1070 FTW
8gb of HyperX RAM
256 GB Samsung 850 Evo (OS and a few other things, no games)
2x 1TB Western Digital HDD (Games and pictures/videos etc etc)

I recently upgraded from a GTX 970, no boost in performance or anything, my friend who I play Overwatch with has a 1060, runs the game on high and gets 100+ FPS, I barely get 60-70 on medium. Most games I play I struggle to stay above 60FPS on even with low-medium settings.

I've reinstalled windows, drivers, everything I could think of or find, I've yet to run my 3D Mark benchmark, however I will gather that information and post it here.
 
Are you playing at 1080p?

I can max every setting in the game with my turd of a PC in OW and stay in the 70-80fps range

3350p/gtx760/16gb memory

Either you have a temp issue, memory issue, or your power supply is causing you issues.

Running 3d mark would be a good idea to try and pinpoint what is going on

Just ran Overwatch, got 150+ FPS on high all of the sudden, however CPU usage is still at 100% and other games struggle to get 60FPS. Maybe running the benchmark had something to do with the boost in performance all of the sudden? Never heard of that before. Lemme run other games to see... 😵
 


Already did that, apparently it has something to do with my motherboard cmos, whatever that is exactly....
