Question My pc ain't as good as when it was new

I built my Pc December 2017 and it isn't as good as it used to be
games that I should be able to run Just Cause 3 not that I play Fortnite anymore but I remember that it could run Ultra settings still can but the fps dropage is absurd as well for buildings loading in
My drivers are up to date
I have
Gpu: Geforce 1060 3gb
Cpu: i5-6500
Ram:16Gb
I also used to be able to run Black Ops 4 smooth as butter now I can't even have a gun fight without freezing
I've cleaned my pc
Uninstalled 3rd party antivirus apps
Reduced a lot of start up applications
I'm kind of confused on what to do I looked up videos with people as the same cpu and gpu but they seem to run it fine?
Any Ideas

Also to add on my fps is high but when I start to interact or do actions I stutter and get major fps dropage

what the cpu/gpu temp and usage during the game?

Are you saying that this is new behavior for your PC? What new hardware(if any) have you installed since the last time it behaved normally?
