[SOLVED] My pc always freezes on windows boot screen

Hi guys so I recently bought new parts motherboard,cpu,ram and cooler and I installed all of the new parts but now my pc gets to the booting process of the spinning circles then just freezes.

I tried getting a new ssd and tried to install a fresh copy of windows but it does the same thing it gets to the windows logo with the spinning dots then freezes and the only thing I can do is hard reset.

I have tried removing ram, changing ram slots, checked the pins on cpu, removing the gpu and plugging the HDMI into the mobo, having only the drive with the os plugged in but nothing works.

My setup:
CPU: i7-9700k
GPU: GTX 1060 6gb
Motherboard: MSI MPG z390 Gaming Edge AC
PSU: Corsair CX650M
Cooler: Be Quiet Shadow Rock 2
SSD: Samsung 860 EVO
RAM: Ballistix 2x8GB 3200

I've tried everything on the forums but nothing seems to work im thinking of just dropping my pc off at a repair center.

Thats the thing I cant anytime i want to reinstall or install the os it goes to the windows logo with the spinning dots and freezes every time

Yep I deleted the old media and installed the new one a couple of hours ago and it still just completely freezes up.

So I have finally figured out the problem. My bios was out of date so I flashed it and now it works perfectly.
