Question My pc always tries to overclock by itself.?

My motherboard is asus m5a97 evo r2.0
cpu is amd fx 6300 , 3.5 MHz
8 gb ddr3 sniper ram
corsair rm850 psu.
Whenever i turn on the switch , my pc would not give the beep sound (everything detected successfully ) , my fans keep running and there will be no output on the screen . In this situation i just straight turn off the main switch .
However when i turn it again , i gives the beep and there is output on the screen , only sometimes there is a message appears saying overclocking failed . I feel like my pc is unstable . I am taking power from a 5 amp socket by the way.
Also on my software (open hardware monitor) the cpu frequency shows max 3512 mhz , could it be that my pc already overclocked it a little bit ?
or is it the TurboV EVO in asus ai suit is causing problems .
I have no idea . in bios , the cpu voltage is 1.33 , is it normal ? it seems too high.
Also for some time my cpu seems to get hotter quickly.
I would like to hear from you guys .

PS : I have two harddisk attached , one contains windows 7 i.e samsung and my main segate harddisk contains windows 10 which i use , could that be the reason ?
could it be related with cmos battery ? Jumper ?

Make sure you have the latest bios.
I just flashed it to the latest bios using ez flash 2 .
The problem is still occuring.
Also if there is no out put on the screen , my pc just keeps running.
I have to turn on and off again and again , after many attempts my pc starts working .
Only sometimes , there is message saying overclocking failed.

I'd be going thru the BIOS to make sure no Auto-OC settings are enabled, etc....

But, 3512 MHz vs. 3500 MHz is nothing to be concerned with...
Do you hvae any idea of auto overclocking in UEFI bios , also flashing bios changed my ram timmings .
Does it matter to change timming from 11 to 9 , is there any difference ?
Do i have to set everything manually ?
