300w is not adequate for that system. NVidia recommend a minimum of 400w when using a GTX 650 https://www.geforce.com/hardware/desktop-gpus/geforce-gtx-650/specifications

I would pick a good quality 450w. I would not use the pc at all until you replace the psu. If the psu fails it can damage other components. Every time you use the system it is at risk with your current psu.
I will Buy a used One , Can you Provide me a suggestions on how to check that the USED PSU is Good Before buying ? i'm guessing i'll get a 450-500w
do you have a check list i have to see while buying ?

any recommendation Is Appreciated

I cannot recommend buying a secondhand psu, sorry. It is the one component that if it fails can damage all other components. When you buy a good quality psu from a reputable brand you get a warranty that covers the psu and any damage it causes to your system if it fails or is defective.

The only way to test a psu is with specialist equipment.

i really wish a New Brand PSU but my Budget is Only 23$ That's why i did say i'll get a Used One
can a 23$ get a good PSU ?
if i got a used One is there any process to do it to test it or something like this ?

Thanks in advance .

Without specialist equipment that can put a load on the psu and accurately measure the voltages there is no meaningful way to test the psu. I do appreciate that budget is a concern but I won’t recommend something that has a greater risk.
