In almost all cases I've come across a "IRQL NOT LESS OR EQUAL" message, it points to a hardware problem, and most times it is a driver for the hardware...or a recent software install that works with a particular hardware.
So...what was the last bit of hardware or software you installed before the problem arose, or a driver for something you recently connected to the pc that required a driver install? Remove the hardware and uninstall the driver.
If not able to boot up with the normal process, try the F8 key during boot. In previous Windows versions, this usually gets us into Safe Mode bootup...not sure if Win 10 has this feature. Once in safe mode, go into Device Manager to check for any Yellow ! marks, and uninstall that device before re-booting.
If you know you did not do any of the above, then open the case, remove each piece of 'easily removable' hardware - graphics card and memory sticks probably, and re-slot them back making sure they seat properly. This may eventually require that you test with only one stick of memory inserted, boot up, and if that stick works, power down, try another stick...until all are known to be working before you insert all sticks of RAM together. If the graphics card has a power cable, try another if possible, else remove and re-attach. If you suspect the power supply (psu), borrow a compatible power supply or take to a shop for them to check with their power supply.
