[SOLVED] My PC booted fine with the CPU and case fans off!

I turned on my PC and for some reason the case fans CPU fans and GPU fans as well as the RGB did not turn on but the system started to boot to windows just fine. Is this normal or should i be worried i reset the PC and it booted fine this is the first time this has happend. and it ran my CPU with the cooler not running for about 15 seconds. is my CPU okay? And is this normal? I was troubleshooting another issue and the time between boots was about 10 or less seconds. I am thinking the MOBO was not given adequate time to recycle power.

As long as you weren’t running the cpu hot you should be fine but that is not normal for any motherboard or cpu cooler
