My PC boots from SSD but can't put it as first boot option?

When I boot into BIOS my boot priority is first "Windows Boot Manager: Toshiba HDWD110" THEN it's my SSD. When I try to put my SSD as first priority it goes to a black screen that says "Reboot and select proper boot device...". I know it boots from my SSD because the files that are on my desktop is on my SSD but I know it takes extra time for the PC to first check the HDD then the SSD to boot.
 
Solution
You may have complicated things by your install routines. Disconnect the Toshiba, back up the personal files on the SSD and reinstall windows to the SSD.
