my pc bottleneck? pls help me

I play gta 5 .. before i reach 100-120 fps but after i uninstall some app .. and start to play again its fps decrease only to 60 fps .. what is my cpu bottleneck?I've tried installing vga driver using ddu but the result is the same

I use rx 480,ryzen 5,8gbram
And how to solve it?
What about reinstalling windows can solve the problem

Then that's why it's at 60fps. Turn it off to allow higher fps.

help me When i play gta 5 i get 60-90 fps .. but arrive after i restart my pc i just get 30 fps anyway .. what is my vga too hot? Or is there another problem? When I check in radeon setting, my vga temperature 72c while in msiafterburner is only 53c .. so where is it?
