Solution
The i3 4170 wouldn't hold back an R9 380. I typically leave my fan profiles at default auto settings, for graphics card. MSI typically has pretty good cooling solutions, on their graphics cards. Those CPU temps are a bit high though. I would make sure your cpu heatsink is properly attached, and all heatsinks are clean/free of dust. Make sure your case is getting good airflow. Poor airflow can cause heat buildup.

This is a decent/inexpensive cooler, if you feel the need to get better, though. PCPartPicker part list / Price breakdown by merchant

CPU Cooler: CRYORIG M9i 48.4 CFM CPU Cooler ($19.88 @ OutletPC)

Wait, I just realised that you already have the parts and I assumed that you were putting a list together, my bad. :/
I suggest you get an i5 if you can, an i3 will hold back that GPU a little.
If you don't have the money for that, pick up a cheap CPU cooler, and up your GPU fan profile a bit in MSI afterburner to keep temps lower.

how much percentage should i keep my gpu at?
