My PC can't turn off power

Hi Guys,

I have problem here. So I just have build my rig and the spec like this :
- Intel I5-7500
- Kingston HyperX Fury Black DDR4 2400 MHz
- Seasonic M12II-620 Evo Edition 620W Full Modular
- MSI H270 Gaming M3
- 2 HDD WD Black (1tb and 500gb)
- VGA Asus GTX 660 Ti
All component is new, just VGA and HDD have used 2 years.

So when I use my pc 1 hours then I turn off, when screen off suddenly my pc live up again.
Curious I try go to BIOS and press power button but it wasn't turn off, it's live up again.

Note : On my motherboard there is a led warning component and DRAM light is 1 time blink
Could my pc have a short circuit ??
Please help me solved my case.

This could be a power-management issue. Before testing any further, disable quick-boot in Windows 10.
