Question My PC cant turn on normally

when i turn on my pc and it begins turn on then in a few seconds turning off by itself and then turning on again, and then showing me some text and this "please enter setup to recover bios settings press F1 to run setup, and when i am press F1 and bios setting choosing discard changes and only then i am able to use windows... please help me :/
