Question My PC doesn't post with GPU installed ?

So my pc specification is:
Intel I3 8100
MSI H310m Pro VDH (latest bios "7B29v1D" installed)
Ram 16GB DDR4
RX 580 8GB
MSI A750GF gold 750 watt

the problem is PC boots normally when I am using Processor iGPU but when I installed my VGA card (Sapphire RX 580 8GB or my old Powercolor R7 370) my PC doesn't post at all. after turning it on my PC is powered up as usual but no post after a while it turns off and then turns on again with my fan setting changed from PWM to DC so my fan is at 100% all the time until I remove the installed GPU and change the fan setting from DC to PWM and since the Installed internal GPU is removed my pc boot normally until windows. So are those symptoms of a damaged PCIE slot? and is there any way to fix it?

the hardware suddenly "died" after I am installing the AMD driver and restarted the PC. don't have a clue what happened here. after restarting the PC, it managed to enter the Windows but there is some kind of artifact on the monitor and shut down the PC to change the VGA to R7 370 to check if the RX 580 dying and it doesn't even post. I tried to swap it again to RX 580 but same result, its doesn't even post until now.

How long has the pcie slot been vacant for? It's possible it's just dirty. Try blow it out with a can of compressed air then clean slot contacts with isopropyl and cotton swap.

Also check pcie cables are properly connected at psu end.

Oh yes, I forgot to mention. the hardware suddenly "died" after I am installing the AMD driver and restarted the PC. don't have a clue what happened here.
 
Was the card's face plate screwed securely to case?

Sudden loss of power could be the card dislodged itself, something is wrong with power supply / pcie cable or connection or pcie slot is dirty. Could be faulty pcie slot i suppose, if two cards don't work. So i guess both cards power down the system when installing drivers? Installing drivers initiates power profiles so something looks like is letting go power wise.

These the sort of things you're going to have to investigate. Perhaps take it to a pc store so they can source parts to diagnose. Fyi, pcie cables aren't interchangeable between psu brands so don't think about buying off the shelf pcie cables if you have none spare from the original power supply to try.

Now my RX 580 working again but I got a new problem. I can't enter bios, it seems my MSI H310M bios got screwed after I am updating my driver at that time. but well I guess this is the best scenario that can happen.
