My PC fan starts up randomly and is super loud as if I was running a graphic intensive game (which I am not, nor am I even on the PC when it does this). I have a brand new Dell XPS 8930 i7-8086k processor with 64gb ram, 2tb hard drive, 1tb solid state drive, nvidia gtx 1080 with 8gb graphics. When the fan starts up, I tried ending as many things as possible in task manager without success, also changing power settings to less than 50% processor use did not affect it. The only way to stop the fan noise was to reboot. How do I fix this?

I found an Intel UHD Graphics Control Panel but couldn't find that one nor the DirectX settings. I just installed the latest GeForce Game Ready Driver but don't have time to test it out. I am not going to be home for over a week so I'll continue when I get back. Thanks for your help.

So I did find the NVIDIA Control Panel but when I tried to open it, it gives me an error. ---->NVIDIA Display settings are not available. "You are not currently using a display attached to an NVIDIA GPU."

EDIT: I looked this up and plugged the display into the correct HDMI port (NVIDIA GPU card) instead of the spare HDMI port.

Now you should be able to open the Nvidia Control Panel

I downloaded and installed NVIDIA nTune. I tried running the program but it gives me a bluescreen and reboots. Sometimes the control panel opens but it gives me bluescreen and reboots before I can save the options.
