My PC fans are too loud and my PC gets really hot.

I recently changed my Graphics Card 6-7 months ago. Now at the moment, my PC's fans are too loud. They are a bit okay when surfing the internet etc, but when gaming, they are really loud. And my PC gets really hot and shut down itself. If I recall correctly, this loud fan is my Graphics Card's fan. I plan to getting 4 GB more RAM and a Thermal Paste. Would the Thermal Paste clear the problems? I blowed all the dust in my PC case but there is no change. And I have 3 Fans, one directly blows air to the outside to the case, one with the Graphics Card and another one I guess. Which one to use the Thermal Paste?

Important Note: Highest temp of my PC is 75 degrees when I monitored it with HWmonitor.
 


My CPU is AMD. My graphics card is AMD Radeon HD 6790. But the game I monitored the heat of the PC is the one that my computer was shutting down.

No I meant, since you said that it was shutting down when overheating. How does that look exactly: Does it just switch off? Does it actually have Windows shut down? Or does it simply reset / reboot?
 


I guess it is an Aftermarket cooler (not sure if this is correct), I don't know anything about the Stock CPU coolers, sorry.



Sorry, I had a typo there. Computer shuts itself off, in a second. No Windows shutdown, and it won't reboot.



It is AMD FX-8350, and I don't know what is a stock cooler but after I google'd it it seems like a round shaped cooler, but mine isn't round shaped, probably it is called Aftermarket cooler? The pictures seems similar to mine.
