My pc games is locked at 60 and 30 fps

When I play gta 5, my fps is locked at 30 while skyrim and far cry primal locked at 60 fps. They are all using optimal geforce experience which indicate in the setting the maximum is 60 fps. However, according to reviews on my laptop they shows fps higher than 60 fps for instance gta 5. Is it normal?
Even if they are below 60 fps or even 30 fps they run smoothly according to me. I am new to gaming. specs gtx 1050 4gb, ram8gb, i5 7300 Hq,. I tried disable v sync there is no change. I don`t know if it is important butI cannot see my nvidia control panel however I found one which is named nvcplui, in the corporation folder I just copy and paste it to desktop. is it right?
My games is never higher than 60 fps. My average can be 40 fps for skyrim and primal but for gta 5 it is average 28 fps Thanks for your response

Set vsync to adaptive if its an option for you .
Your laptop screen is likely capable of only 30htz or 60htz.

Straight vsync on option means if fps drops below 60 then it'll automatically drop & set to 30fps.
Adaptive allows variable fps between 30htz & 60htz.

Can I disable it? I cannot find anything label disable geforce experience. Thank you
 


As I said, I disable v sync on far cry primal and gta 5. There is a change in the gta5 as it is now stuck at 60 fps but the farcry remain the same at 30 fps. thanks
 
If your monitor has v-sync enabled, it doesn't matter if you turn it off in the game or on the gpu settings, it's still enabled. V-sync is what's capping you at 30fps or 60fps depending on the game. You have to check all 3, disabling 1 does not disable all.
 


To be honest skyrim setting there is not v sync mention. How can disable it in the monitor? Do you mean nvidia control panel? If so, I cannot find my nvidia control panel but I copy and paste an apps from the nvidia corporation folder name nvcplui can I use it? Is it the same personally I think so as it look the same but I cannot find it neither in the start menu?
 
The nVidia control panel and GeForce Experience icon (one icon) is in the system tray, next to the clock on the taskbar. Click the icon and it'll give you a popup menu with a few options, including those to launch either the control panel or GeForce Experience.

You were right ,it is in the task manager. Is it intentionally meant to be 2 in 1? I don`t see it on the start menu but in the task manager when I right click on it there is 2 to option. Thanks.

Solution
I think it is ok to play my games on 60 fps. I will not worried about that anymore as I am afraid to harm my laptop due to the changes. Thanks for your reply
