Solution
Sounds like one of your RAM modules died. Unplug the case and open it up. Remove one of the RAM modules. Close the case, plug it back in and turn on your system. Check to make sure it still says 3.16 usable memory.

Shut down your system and unplug it. Swap the memory modules. Close the case, plug it back in and turn on your system. Check to make sure it still says 3.16 usable memory. Repeat this step for each RAM module.

If at any time, with only one RAM module installed, your system fails to boot up, you have found your faulty module. While you may be able to replace just that one module, it may be easier to just replace the entire set (depending on how many modules are installed).

Solution
Does your system properties (right click "Computer" icon on the desktop and click "properties" to call out the dialog box)show that the total installed RAM is 8GB or 4GB (3.16GB usable)? (I think there may be some hardware issues which causes the usable RAM decreases)

i fixed it, it is 64 bit and has 8GB of RAM but it ran 3.16 but now its 7.16 any help with that? can i make it a full 8GB of ram usable?

Could u give all the details of your rig? Especially the CPU, mobo and GPU.

And what OS do u use now?

r'u adding some hardware recently, probably the lost 800M RAM is reserved by hardware. Go to resource monitor and check out the RAM allocation.
