Question My PC has been stuttering on all games lately and idk why

i7- 12700k
3080ti
32gb ram
windows 11



Lately my games have been running odd, ill get great FPS but will constantly feel like it stutters especially when alot of stuff is happening at once like destiny during large fights itll consistently stutter.
i recently bought a 3080ti and thought maybe the card was the issue but after putting my old one back in, it was still happening. ive clean installed my drivers and it cant be specific titles because its about 90 percent of them even if i validated the files.
Temps are in good range from cpu at 65 - 75, gpu around 70-80
im stumped.

ssds have 250 plus gb left
cpu temps are 65-75
gpu temp 75-85
ram usage 16 out 32gb
ssd usage during games like 1- 5%
240hz montior 1440p
all games like destiny, valorant, apex, or warzone

What might have happened since all was well?
Perhaps windows or other app has pushed out a less than good update.

Perhaps you can use system restore to reset back to when things were good.
The restore section will have a tab that goes back to a past tab that you could select.

To check on thermal throttling, run hwmonitor or such while gaming.
Look at the maximum cpu temperature.
If you see 100c. you may have momentarily throttled.

Do you multitask while gaming?
With 32gb of ram It is doubtful that lack of ram is an issue.
Check task manager/resource monitor/memory tab/ hard fault rate.
If you see anything north of zero, that is possibly an issue.
