Question My pc has been underperforming badly since day one

Hello everyone

before i explain my issue il will state my pc components
Cpu: i3 8100
Gpu: XFX RX580 8 GB
Motherboard: MSI B360M PRO-VD
Psu: Cooler Master MWE 750 bronze 230 v
Ram: Corsair 16 gb (this is a upgrade from the original but didnt help)

Now here is my issue : since day one I have had this pc (this is a prebuilt) it has been underperforming terrible for example: Gta V
A 8 year old game cant even be run at a smooth 60 fps without stutters and Huge frame drops no matter what settings I use
This happens in Every single game i play
Games also look absolutly horrible I have no idea what to do next

Things I have tried:
  • windows reinstall
  • used DDU mutiple times
-bought a brand new 1650 ti because i thought my gpu was faulty (changed nothing)
-bought new/better ram (again nothing)
  • connected the pc to my tv
  • changed settings around but no succes

Dual channel is not a BIOS option you have to set. It's a product of having two cooperating sticks of RAM in correct slots. XMP is the one that has to be enabled.

It's certainly not helping that you appear to have a horribly overcrammed SSD while simultaneously using a much slower HDD as your OS drive for some reasons. While modern SSDs don't really need the recommended 25% of space left free, 3% is really horribly inappropriate.

Cpu and Gpu both around 60-70 percent usage in games

already tried enabling dual channel in motherboard bios but its not available
You have things screwed up start over.

Unplug the hdd and install w10 on the ssd.
Shutdown and boot from the ssd make sure it boots.
Visit the mobo site and get the latest bios and chipset driver.
Install your apps on the ssd.

Connect the hdd and wipe it clean.
Install your games on the hdd.

After that is done run another UBM and post a LINK.

after doing all things listed above the pc still is not performing as it should

stuttering is still there and graphics are still horrible

I think I saw 1 single stutter almost at the end of the video, the rest I didn't see a single problem and FPs were usually over 50 all the time, closer to 60 in fact). As for video quality thats something I can't judge watching a youtube video.
