My PC has ok specs but still seems to be running slow?

My computer has an A8-5600k APU, ASUS 750ti 2gb GDDR5, HyperX Fury 2x 4Gb 1866Mhz and an asrock fm2a75m-dgs Mobo. Most games still seem to be lagging and the overall performance of the computer isn't very good. For example when i click the search bar on windows 10 the animations seem to be laggy where as for everyone else they are smooth, can anyone suggest anything? is it anything to do with my monitor? (HP W1907v planning to upgrade to Acer G226HQLIbid 21.5-Inch 1080P Full HD Monitor)

I'm not sure, how do i check? and if not how do i do this?
