My PC is acting strange

On chrome if I click on a tab it closes, I can't click on the address bar, when I press the back arrow it opens the previous page in a new tab, I can't open chrome settings and sometimes I can't click on anything on my PC. Rebooting fixes it for about 10 minutes. I have ran CCleaner and a malwarebytes scan and nothing was detected.

For some reason your mouse clicks are being treated as a 'middle click,' or the action that happens when you click your mouse's scroll wheel down. Do you happen to have another mouse that you could try using?

I have tried another mouse but the same thing happened.

Have you used any gaming tools or mouse modification software? Try searching your computer for 'Microsoft Mouse and Keyboard Center' or 'Logitech Setpoint'. If you can't find these, go to Control Panel > Mouse. If you have more tabs than: Buttons, Pointers, Pointer Options, Wheel, Hardware, then the new tab will be where your button settings will be.
