[SOLVED] My PC is dying, but i don't know what's wrong.Can you help make a diagnosis?

Hello, My computer is having some issues, and so I'll appreciate some advice on what's wrong.
PC is 3 years old.

So what i've noticed :

Over the last few months I've had various BSOD (memory managment is what I remember)

The couple weeks something big has happened, when I shut down the PC, clicking the 'power' button will start the computer, fans will spin up extremely fast and loud, then shut down after a few seconds. The computer turns on after a few presses.

I've noticed some recent performance decreases also within the last month

< I thought I'd mention, I have 3 case fans, two of them don't spin for some reason. I don't know why. CPU and GPU fan spins.

Specs :

AMD X4 860k
GTX 1050ti
8gb ddr3 ram

Ran on an SSD.

Sounds like a motherboard or ram issue.

Well it's not RAM, Just ran the memory test. Nothing detected.

Stress your system and see if your other components are in check. If theu are i would think the issue is your motherboard.
