My PC is getting worse internet than my Phone? Much worse

My pc is getting internet speeds of 1.5mbps on speedtest.net with an upload speed of 4(which is odd) but then my phone is getting like 43mbps download and 5 upload. is there an app or a way I can use my phone to get better internet on my computer

no I'm not I don't own an Ethernet cable
