My PC is having performance issues

Hello! Ever since i built my PC it hasnt been performing as well as it should be performing. When i'm playing demanding games such as GTA V and Battlefield4
my fps plummets and rises from 5 fps to 60 as i'm playing. The only reason i'm questioning this is only because my buddy has the same CPU, a lower quality video card, and gets much better performance than i do in these games. I just want to know whats causing this performance and how i can fix it ( i have already tried messing around with v sync). Any help would be appreciated. Thanks! :D
Specs:

AMD fx8370
EVGA GTX 980ti (refurbished)
8 gigs of DDR3 ram

a. FX 8370 + AMD board + GTX 980 Ti = minimum cheap 750 W or expensive 650 W PSU. You don't provide what else is plugging to your PSU.
b. What OS, uninstall all driver and maybe use driver removal tool, reinstall all driver.
c. Check CPU and GPU temp after playing game, 980 ti usually at 80c at load, if at 40 to 60c, you may have to replace thermal grease with known good brand.
