CPU? Just going by the GPU that PC is certainly not powerful, the GT 730 is a very weak GPU by modern standards. The integrated graphics of most modern CPUs will outperform it.

You listed not even half of your specs.
But that gpu is not even close to powerfull it's among the weakest gpu's out there for sale today.
