My pc is not snappy

i just upgraded my pc with these specs-->I5 4690K-Z97X-sli-Seasonic 520W-750ti gigabyte-Wdc g 1Tb-8gb hyperx ram
but there is just one problem my pc is not quite fast and when i went to play in a netcafe with a friend which their pc's has a i5 4460 and running on integrated graphics with 8 gb of ram and it is much much faster than my pc while browsing or opening games and they dont have any ssd's also so how can i identify what is slowing me down?

Okay this might sound basic, but did you try a fresh install of the OS ?

As above did you reinstall Windows and all the mobo and gpu drivers

Do they have an SSD? That would explain the difference in opening applications and general use.

well their pc's doesnt have ssd's also they have a single wdc green 1tb like mine

There is a good chance your peripherals like GPU and others have not been properly connected, or in other word there could be loose connection.
Clean your Computer parts and reconnect them and give it a shot .

what do u mean by cleaning ? the pc is like only 2 weeks old and everything is properly connected i have checked like 5 times
there is something that i suspect could be the problem the hard in the system is an old wdc Green 1Tb used from my older build its 4 years old

WD Greens are known to not be very fast, as they are meant to be green, this may be the issue.

Try upgrading the BIOS version, make sure you have all the latest drivers also make sure your OS is actually booting from your SSD and not your regulat WD. It is definetly a software issue and probably easy to fix.

i dont have an ssd and neither did the netcafe pc's
i dont know their hard drive color but mine is green could this be the difference?
