Question My PC is performing WAAAAY below expectations

Hi! I have a small problem. My PC has RTX 2070(MSI gaming), intel core i7 7700K, 32 gb RAM, 256 gb SSD(and Windows 10 on it), 1 tb HDD, but... My fps in most games on lowest settings in fullHD is from 20 to 40(Overwatch, Destiny 2, Starbound, Rainbow Six siege, Risk of rain 2). Just one question(two actually). What is the problem and how to fix it?

What power supply do you have?
Are your drivers updated?
Is this a clean windows install?
Make sure your cpu and gpu are cool and not thermal throttling.

What motherboard do you have? Did you upgrade from an old system? (if yes then what were the old parts?).
Did you do a clean windows install? Which GPU driver version do you have?

  2. Yeah, I originally started with 8 GB RAM, GeForce GTX 1050 ti, pentium G4560.

  4. The newest one(from NVIDIA GeForce experience)

reinstalling windows is also highly recommended since the install you have now has the settings of your old cpu.
Really?!
I've never run into needing to reinstall Windows from just a CPU replacement. And I usually don't reset the BIOS - just bring everything CPU-related back to their defaults/autos. Are you referring to pre-Windows XP days?

What fixed it?
Well, with your help I realized, that the problem was really in my CPU. I googled it, because I wanted to know any reasons why my CPU speed is always about 800 MHz. Than I found an app called “Throttle stop”. When it was downloaded, I removed one tick from settings of my CPU in it. And... that worked! Now I can finally play literally anything on ultra settings, because my PC is cool AF =)

Trottlestop is really meant for laptops as it seems,so what "tick" did you change? Something like that should be able to be changed in the bios as suggested before.
Its called “BD Prochot”. And yeah, I have shitty bios, so I didn’t found this feature there.
