My PC is really fast in every way exept when it comes to "Restarting" which takes well over 5 minutes.

My PC runs great and is fast and boots up super fast also but when i restart my PC it takes 5 minutes or more. Other than that its fast and never takes more than a few seconds. I have no other problem whatsoever except restart times so how can i fix this?

Well, it depends on the game. Some games make folders of their own in the User Folder (Documents for example, as you've mentioned) where they create the settings files and save game files. Others however, have the save game files along with everything else in the game folder you've installed them in.

Are you using an SSD or an HDD for you OS? Have you had any other issues, such as freezing/hanging of the system, unusual sounds/noises coming from the drive (if it's an HDD), unusual transfer speed, etc?

Basically you might have a ton of programs on startup, and all of these processes need to be closed before you're able to restart, which might lead to the issue at hand. Other than that, you should make a full scan with an antivirus program (with updated database) to see if the same thing happens. You should also try to update your OS if it has any updates available as this might be Windows related (caused by a service or something else).

If you are not 100% sure that your drive is healthy, I'd advise you to backup the important data and run some tests on it with its manufacturer's diagnostic tool, to see if anything alarming pops-up.

Yes it is on a Samsung 950 PRO M.2/SSD is what my OS Windows 10 is on. I use mt WD 1TB HDD for games. My SSD is fast in ever way even when shutting down. At first i though my PC took long to restart due to many things being open it needs to shutdown but is that is true than why does my PC shutdown in a few seconds? If that was true than it would take the same amount of time to shut down as restarting does. I hear no sounds or such either. Also my PC is fully updated and my GPU is MSI 980Ti GOLDEN. I also did many virus and malware scans and nothing shows up.How do i run a manufacturer's diagnostic tool?
 
Well, for the SSD you should check if the manufacturer offers such a tool on its website. If not, then you can go with a 3rd party program from one of the offered suggestions in this thread: http://pcsupport.about.com/od/toolsofthetrade/tp/tophddiag.htm. I'd also advise you to test the HDD, as sometimes a problematic drive might have such an effect on the overall system performance without being the OS drive. Here's how to do it: How to test a drive for problems using Data Lifeguard Diagnostics for Windows. Run both Quick and Extended tests.

I'm not sure what could be causing that problem. If you have the time and patience for a fresh install of your OS, I'd suggest that you give it a try.
 


Ok thanks for taking the time to help it means a lot. I would like to back up some game saves from the Witcher 3 and a few other games and i would fresh install windows but idk how to back up saves. All of my games are saved to my HDD but doesnt the actual game SAVES get saved to the SSD or soemthign? If i can back up my documents than im good cause i have no pictures, music, or anythihng important
